Bewley Street, a residential block just east of Harbor Boulevard in west Santa Ana, is slowly filling in with new for-sale townhomes. Santa Ana's Housing Element lists two projects here: Bewley Street Townhomes, 10 homes at 1122 North Bewley Street, and a second, larger Bewley Townhomes 2 with 17 homes. Together that is 27 new for-sale homes in a neighborhood made up mostly of older single-family homes and small apartment buildings.

Small projects like these rarely get press, but they are some of the only chances to buy brand-new construction in this part of Santa Ana. This post covers what is planned, how the city opened the block to townhomes, where each project stands, and what buyers should know.

How the City Opened Bewley Street to Townhomes

The 1122 N. Bewley site was designated for low-density housing, up to 7 homes per acre. To allow 10 townhomes, the owners asked the city to change the General Plan to Medium Density Residential, which allows up to 15 homes per acre. The city went further and proposed the same change for eight neighboring properties on the block, including 1102, 1114, and 1210 through 1222 N. Bewley Street, 3625 W. Eleventh Street, and 3704 W. Washington Avenue. That makes it easier for other owners on the block to build small townhome projects too.

Date Milestone
March 12, 2018 Community open house
April 9, 2018 Planning Commission work study session
May 6 to June 4, 2020 Public review of the Mitigated Negative Declaration
July 13, 2020 Planning Commission recommends approval
Summer 2020 City Council hearing (scheduled August 18 and listed by the city for September 1, 2020)
January 2025 City lists the project in building plan check

At the 2018 open house, neighbors raised concerns about parking on Bewley Street between 11th Street and Washington Avenue, building height, and privacy. The city's responses noted the 27-foot height limit, the requirement that garages be used for parking, and a new sidewalk and landscaping along the street.

Since then, at least one more owner on the street has moved in the same direction: a lot at 1113 N. Bewley Street was marketed in 2026 with city-approved plans for five two-story townhomes of about 1,460 to 1,670 sq ft each.

How the Bewley Projects Fit Santa Ana's Housing Element

Santa Ana's state-certified 2021-2029 Housing Element requires the city to plan for 3,137 new homes. Both Bewley projects are on its pipeline list of homes counted toward that goal:

Housing Element Project Homes Status When Listed Expected
Bewley Townhomes 10 Entitled 2024
Bewley Townhomes 2 17 Plan check 2025

Both are market-rate for-sale homes. They are small, but together with other infill projects such as the Mountain View condominiums and Haphan Residential, they show how Santa Ana is adding ownership housing one lot at a time in neighborhoods that are otherwise fully built out.

What Buyers Should Know

Topic What to Know
Pricing Not released. Newer townhomes in the 92703 and 92704 zip codes built since 2015 listed at about $685,000 to $965,000 over the past year, averaging about $787,000
Flood zone City documents place the 1122 N. Bewley site in a FEMA flood zone (Zone A), which is why homes must be built above grade. Lenders typically require flood insurance in these zones, so get a quote early
HOA Expect an HOA with rules that garages be used for parking
Small builder These projects are built by local owners and small builders, not national homebuilders, so ask about warranties and construction quality
Timing Small infill projects can sit in plan check for a while; homes may be listed with little advance notice

Price figures are rounded MLS list-price averages for the 12 months ending October 22, 2026.
