Posted October 21, 2026 | By Eric Engelbert | Updated as the project progresses.

New for-sale homes are rare in Laguna Niguel. The city is almost fully built out, and most of the new housing approved this decade is rental apartments. That is what makes Paseo de Colinas worth watching: 24 new for-sale townhomes with two to four bedrooms and attached two-car garages, planned on a vacant 2.47-acre site on Paseo de Colinas next to Niguel Hills Middle School.

The Laguna Niguel Planning Commission approved the project 5-0 on February 11, 2025. A builder, pricing, and sales date have not been announced yet, which means buyers who get on an interest list now will be ahead of the crowd when they are.

How the Plan Changed: From 38 Homes to 24 Homes and a Park

The project took several years and two public workshops to get approved, and the version that passed is smaller than the original. The earlier proposal would have removed a park the city's General Plan had set aside for the site. The final plan keeps a park and cuts the number of homes by more than a third.

Item 2022 Proposal Approved Plan (2025)
Homes 38 townhomes 24 townhomes
Bedrooms 2 to 4 2 to 4
Buildings Nine three-story buildings Townhome clusters of three to six homes
Home sizes About 1,236 to 1,925 sq ft Not yet published
Affordable units 2 moderate-income for-sale units Not specified in public summaries
Park Park dedication removed (General Plan amendment) About 1 acre dedicated to the city
Parking 76 garage spaces plus 35 guest spaces Attached two-car garages
Date Milestone

2020 Application submitted (SP 20-02)
August 2022 Environmental review (Mitigated Negative Declaration) released for the 38-home plan
November 29, 2022 First Planning Commission public workshop
March 2024 Revised plan submitted
April 9, 2024 Second Planning Commission workshop
February 11, 2025 Planning Commission approves the project 5-0

The 2022 figures come from that year's environmental notice. Final floor plan sizes for the 24-home plan will be confirmed when a builder releases them.
